Elizabeth (Betsy) Hill, CEO

Betsy is a Series 50 MSRB-Registered Municipal Advisor.

Betsy has over 30 years of experience in senior management of credit analysis, surveillance, and investment management at Build America Mutual (BAM), AGM (f/k/a FSA), Ambac, Fitch, and American Capital Access Insurance (ACA). she has been involved in the full spectrum of municipal bond sectors on a nationwide basis, including healthcare, higher education, charter schools, student loans, and housing. Betsy has been involved in the creation of several bond insurance firms. She participated in the successful initial public offering of AMBAC Financial Group.

As a consultant, Betsy has guided various firms on municipal data and systems development, credit analysis procedures and training, distressed credit management, and electronic document management.

Betsy serves on the Financial Reporting Task Force of the Government Accounting Standards Board (GASB).

Betsy is currently a member of the National Federation of Municipal Analysts (NFMA) and has worked extensively on NFMA’s Recommended Best Practices in Municipal Disclosure. She co-chaired for 4 years the annual NFMA seminar “Introduction to Municipal Bond Credit Analysis" for several years. Betsy is a past chairman of the Municipal Analyst Group of NY (MAGNY).

Betsy developed and taught a course in "Risk Management in the Public Sector" at New York University's Robert Wagner Graduate School of Public Administration. Betsy holds a Master's Degree from the Robert Wagner School of Public Administration at New York University and a Bachelor's Degree in Education from Illinois State University.

Eileen L. Kirchoff, Esq.

Throughout her 30-year career in the municipal bond industry, Eileen has become one of the most highly regarded and experienced public finance attorneys in the industry. She is an expert in structuring bond deals, identifying transactional and credit problems, and creating viable long-term solutions. She has extensive experience with issuers and industries nationwide, including healthcare systems, housing, and tax credits, cultural institutions, regulated utilities, and public/private project finance.

Eileen‘s career has included tenure as in-house counsel to three major financial guaranty insurance carriers. Eileen was Assistant General Counsel and an Officer at Ambac Assurance Corp for 21 years. Subsequently, she served in a similar capacity at both Assured Guaranty Corp. and Financial Guaranty Insurance Co. She also served as a consultant to Kroll Bond Rating Agency.

In a business development role, Eileen brokered external relationships and expertise in municipal and federal leasing to institute Ambac’s involvement in the securitization of municipal leases. She also facilitated and administered a direct lending program for various municipal customers. In addition, Eileen provided training in legal risk management to legal and analytic staff.

Eileen attained a Bachelor of Arts in Art History at Vassar College and a Juris Doctor from the Benjamin N. Cardozo School of Law. She is admitted to the New York State Bar.

Kate Hackett

Kate has over 30 years of experience in the municipal bond business having worked in bond insurance and in rating agencies, managing the state and local government tax-supported and enterprise municipal bond sectors on a nationwide basis. Kate’s exceptional risk analysis skills and in-depth experience as a senior credit analyst and manager includes management and creation/oversight of municipal credit analysis criteria, credit risk management process and procedures, staff development and training, and management and development of client relationships. Kate has a proven track record based on integrity, reliability, teamwork, and the ability to synthesize and communicate complex information to clients, senior management, and corporate boards. Kate has been involved in the creation and development of the government ratings group and its client base since its inception at Kroll Bond rating agency.

In Kate’s role as a rating analyst, she worked on the financing plans for the NYC Moynihan Station and she has followed the financial and operational performance of the NYS MTA for most of her career.

Kate is currently a member of the National Federation of Municipal Analysts (NFMA), the Municipal Analyst Group of NY (MAGNY), and Women in Public Finance (National), Northeast Chapter of Women in Public Finance.

Kate holds a Master’s Degree from the Robert Wagner Graduate School of Public Administration at New York University and a Bachelor of Arts Degree from Boston College.
